Israeli law from 1992 (after Golf War 1) required all houses built to have a bomb shelter/ secur room in them. This means that if you were living in Israel and wanted to build a house you would have to make a room that was a safe room built to those specs. The problem is that, those laws are not always inforced in the Arab villeges and there fore they are not always built. The same goes for public buildings - they are all supposed to have a bomb shelter built in to them - I don't know if that law is enforced in the Arab towns. I hope that answers your question.
